About the position:

TJFACT is seeking to hire a well-qualified Emergency Manager to join our team to support our DHS-OIG client in Washington DC .

The Emergency Manager will coordinate and collaborate with ASR (Asset, Security, Readiness), OIG program offices, continuity of operations program COOP), and business continuity for all DHS OIG Headquarters and offices.

Duties And Responsibilities

  • Help coordinate, administer, manage, train, exercise and maintain the OIG’s emergency occupant planning, and protection program (insider threat, active shooter, and workplace violence).
  • Prepares and coordinates Occupant Emergency Plans (OEP) for OIG Headquarters and offices throughout the United States and territories; coordinates with other entities such as contract guard services and building tenants to develop and adopt OEPs.
  • Coordinates with the Health and Safety officer to recommend and maintain the appropriate emergency equipment for OIG.
  • Performs operations coordination duties, which includes awareness, tracking and monitoring of all hazards that may affect OIG employees, operations and facilities across the nation; and information sharing with program offices and OIG leadership to ensure situational awareness of hazards.
  • Identifies applicable requirements and guidance needed to formulate plans, policies, and procedures required to execute the readiness, preparedness and emergency management and continuity test, training, and exercise programs.
  • Develops an effective emergency management system for OIG offices and staff that includes routine evaluation and revision for new risks and threats.
  • Works closely with the other continuity managers and staff within DHS, and the interagency readiness, preparedness and continuity communities.
  • Assists ASR personnel with exercises that activate the OEP and evacuates or relocates occupants in accordance with the plan.
  • Assists ASR personnel with preventative maintenance, fire, safety, safe working conditions, and the correction of hazards in building spaces to reduce disruptions and prevent injuries.

Required Experience:

  • Bachelor’s degree or higher in emergency management or comparable degree field
  • 5-7 years of emergency management, disaster services, or risk management experience in the federal sector applying expert knowledge of Occupant Emergency Planning, exercise design and implementation, and emergency management mitigation, preparedness, response, and recovery.
  • Maintain current Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers or successful completion of the National Emergency Management Advanced Academy (NEMAA) at the Federal Emergency Management Agency (FEMA) Emergency Management Institute.
  • Ability to apply subject matter expertise, technical writing, and project management skills to develop emergency management policy, procedures, exercises, and practices with a focus on preparedness and mitigation.
  • Active Security Clearance Required
